Since this is a Terminal Server and the Group Policy required User Configurations it was important to have the policy apply in the Remote Desktop OU with loopback mode set to “Merge”. Loopback Processing turned out to be the key here. I ended up accomplishing this via some Group Policy action and a logon script. Based on your suggestions I got it working just the way I want.
